Council Rates Struck for 2009/2010 |

At the Council meeting on 2nd February, Councillors agreed to increase the District Rate by 8.5%. Subject to no increase in the regional rate, total domestic bills would increase by 3.2% and non domestic total bills by 2.93%.
The Chief Executive indicated that the Estimates for 2009/10 provided for major capital investment of £7m alongside gross revenue expenditure of £17.7m, reflecting a 4.95% increase in service costs and capital financing. The increase took account of an increase in landfill tax, the loss of general grant, including transitional relief which was no longer available, but especially because of the reduction in the value of the Penny Product. Whilst there were also reductions in income from investments, waste disposal income, property certificates and arts grants, the most substantial reductions resulted from losses in rate revenue from the properties listed as vacant and the increased cost of rate collection by Land and Property Services. A recent pilot project carried out by the Council established that 40% of the properties listed as vacant are indeed occupied.
